e-portal ‘Bhartiya Vastra evam Shilpa Kosh’

⇒ The Prime Minister, Shri Narendra Modi addressed the National Handloom Day Celebration at Bharat Mandapam in Pragati Maidan, New Delhi on 07 August 2023.

    • More than 3000 handloom and khadi weavers, artisans and stakeholders from textile and MSME sectors participated in the program.
    • It brought together handloom clusters across India, NIFT campuses, Weaver Service Centres, Indian Institute of Handloom Technology campuses, National Handloom Development Corporation, Handloom Export Promotion Council, KVIC institutions and various State Handloom Departments.

» During the programme, Prime Minister also launched the e-portal of “भारतीय वस्त्र एवं शिल्प कोष” (‘Bhartiya Vastra evam Shilpa Kosh’)- A Repository of Textiles & Crafts.

    • The e-portal was developed by the National Institute of Fashion Technology (NIFT).
Key Points:
    • The online repository will serve as a one-of-a-kind knowledge platform that will lay down a framework to weave the past and present status of textile, clothing and related crafts with a focus on futuristic developments.
    • The e-portal is a brainchild of the Prime Minister Shri Narendra Modi who exhorted the Ministry of Textiles in 2017 to “catalogue India’s clothing diversity depicting strength and specialities of each region”.
    • The digital portal will also provide access to vast database including research papers, case studies, dissertations and doctoral theses on textiles, clothing and craft related areas.
    • It will serve as a one stop resource, providing information on new developments and current events relating to textiles and crafts.

» The Prime Minister also visited the exhibition showcased on the occasion and interacted with the weavers.

The Prime Minister inaugurated a special three-day exhibition of exclusive handloom, handicraft and khadi products by awardee weavers, cooperative societies, producer companies and women self-help groups from across the country.

The Anusandhan National Research Foundation (NRF) Bill, 2023

⇒ Parliament passed the Anusandhan National Research Foundation (NRF) Bill, 2023 during the Monsoon Session, 2023 of Parliament in August 2023.

Key Points:

» The Bill will provide high level strategic direction for research, innovation and entrepreneurship in the fields of natural sciences including mathematical sciences, engineering and technology, environmental and earth sciences, health and agriculture.

    • It will also promote scientific and technological interfaces of humanities and social sciences to promote, monitor and provide support as required for such research and for matters connected therewith or incidental thereto.

» The Bill will hike the R&D spending in the country. The Executive Council of NRF is mandated not only to monitor the progress of the different projects but also to analyse the accountability of the funding at different level stages.

    • It envisages spending of Rs 50,000 crore for five years, out of which Rs 36,000 crore, almost 80%, is going to come from non-government sources, from industry & philanthropists, from domestic as well as outside sources.

» The Act will pave the way to establish NRF that will seed, grow and promote Research and Development (R&D) and foster a culture of research and innovation throughout India’s universities, colleges, research institutions, and R&D laboratories.

    • The Act will establish NRF, an apex body to provide high-level strategic direction of scientific research in the country as per recommendations of the National Education Policy, at a total estimated cost of Rs 50,000 crores during five years (2023-28).
    • The Department of Science and Technology (DST) will be the administrative Department of NRF which will be governed by a Governing Board consisting of eminent researchers and professionals across disciplines.
    • Since the scope of the NRF is wide-ranging – impacting all ministries – the Prime Minister will be the ex-officio President of the Board and the Union Minister of Science & Technology & Union Minister of Education will be the ex-officio Vice-Presidents.
    • NRF’s functioning will be governed by an Executive Council chaired by the Principal Scientific Adviser to the Government of India.
    • NRF will forge collaborations among the industry, academia, and government departments and research institutions, and create an interface mechanism for participation and contribution of industries and State governments in addition to the scientific and line ministries. It will focus on creating a policy framework and putting in place regulatory processes that can encourage collaboration and increased spending by the industry on R&D.
The Bill became an Act after the assent of the President on August 12, 2023, and is called the Anusandhan National Research Foundation Act, 2023.
    • This is an Act to establish the Anusandhan National Research Foundation to provide high level strategic direction for research, innovation and entrepreneurship in the fields of natural sciences including mathematical sciences, engineering and technology, environmental and earth sciences, health and agriculture, and scientific and technological interfaces of humanities and social sciences, to promote, monitor and provide support as required for such research and for matters connected therewith or incidental thereto.
    • The Act will also repeal the Science and Engineering Research Board (SERB) established by an Act of Parliament in 2008 and subsume it into NRF which has an expanded mandate and covers activities over and above the activities of SERB.

FISU World University Games 2023

⇒ The FISU World University Games 2023 were held in Chengdu, People’s Republic of China from 28 July to 8 August 2023. It was the 31st edition of the World University Games.

    • The World University Games was formerly known as the Universiade.
    • The FISU World University Games 2023 featured a total of 269 medal events across 18 different sports.

Mascot & Slogan:

A giant panda named Rongbao was the mascot for the 31st edition of the Summer World University Games in Chengdu, where the tournament slogan was ‘Chengdu Makes Dreams Come True’.

Performance of India:

Indians competed in 11 sports – archery, athletics, badminton, fencing, judo, shooting, swimming, table tennis, taekwondo, tennis and volleyball.

» India won 26 medals – 11 gold, five silver and 10 bronze – at the FISU World University Games 2023 to finish seventh the World University Games 2023 medals table.

    • This was India’s best-ever performance at the Universiade, eclipsing the five medals – one gold, one silver and three bronze – Indian athletes won at Gwangju 2015.

Other Points:
    • The 31st World University Games was initially scheduled for 2021 but was postponed twice due to COVID-19 restrictions.
    • At the last edition in Naples 2019, Japan bowed out as the top-performing nation topping the table with 82 medals – 33 gold, 21 silver, and 28 bronze. China topped the medal table in this edition.
    • Since the inception of the World University Games in 1959, India had won a total of 18 medals till 2019 University Games (30th edition of World University Games).
