Modules, Protocols and Portal developed by NCPCR in matters of care and protection of children

⇒ National Commission for Protection of Child Rights (NCPCR)  launched the “Training Modules for the Child Welfare Committees (CWCs), Protocols for Restoration and Repatriation of Children” along with the GHAR – GO Home and Re-Unite (Portal for Restoration and Repatriation of Child) on the occasion of World Children’s Day.

    • These modules, protocols and portals developed by NCPCR address the amended roles of CWCs and DCPOs in matters of children in need of care and protection.

» The launch event was followed by thematic technical sessions on (i) Orientation on Training Module for CWC and Protocols for Restoration and Repatriation of Children (ii) MASI Portal of NCPCR (iii) Baal Swaraj Portals of NCPCR.

» The conference was attended by 1200 participants including Chairpersons & Members from all the State Commissions for Protection of Child Rights (SCPCRs) from all the States/UTs, Chairpersons and Members of Child Welfare Committees, Officials from District Child Protection Units from all the districts.

    • Officials of Ministry of Women and Child Development (WCD) and other dignitaries from Sardar Vallabhbhai Patel National Police Academy (SVPNP), CARA and NIPCCD were present on the occasion.
Background:
Training Module for Child Welfare Committees (CWCs):

» The Training Module for Chairpersons and Members of Child Welfare Committees was formulated with an aim to bring the roles and responsibilities of CWCs in one place comprehensively.

    • Child Welfare Committees being the guardian of children who are vulnerable at the district level and the responsibilities placed on them for ensuring their care and protection is extensive.
    • The Module was a 15-day programme for training of CWCs. It was divided into 63 sessions of over 72 hours duration.
    • The key objective of the programme was to enhance the functional knowledge, improve relevant skills of the CWC members and the Chairperson-CWC, in order to deliver effective and timely service for protection and rehabilitation of children in need of care and protection, children in conflict with law; and to provide protection to the orphan, abandoned and surrendered children.
Protocols for Restoration and Repatriation of Children:

» The Government of India brought landmark amendments to the Act and Rules and implemented the Juvenile Justice (Care and Protection of Children) Amendment Act, 2021, Juvenile Justice (Care and Protection of Children) Amendment Model Rules, 2022 and Adoption Regulations, 2022.

    • One of such major amendments that have been brought about is in the process of repatriation and restoration of children. The new amendments have been made taking into consideration that restoration of a child in need of care and protection would be different from a child in conflict with law.
    • The Protocol for repatriation and restoration is an endeavor being made to eliminate those challenges which are being faced by authorities in repatriation and send the maximum number of children back to their native place with their families/relatives.
GHAR – GO Home and Re-Unite (Portal for Restoration and Repatriation of Child:

» GHAR portal developed by NCPCR addresses the amended roles of CWCs and DCPOs in matters of children in need of care and protection.

Features of GHAR- GO HOME AND RE-UNITE (Designated portal of NCPCR):

    • Digital tracking and monitoring of children who are in the JJ system and have to be repatriated to another Country/State/District.
    • Digital transfer of cases of children to the concerned JJB/CWC of the State. It will help in speedy repatriation of children.
    • Where there is a requirement of a translator/interpreter/expert, request will be made to the concerned State Government.
    • CWCs and DCPOs can ensure proper restoration and rehabilitation of children by digitally monitoring the progress of the case of the child.
    • A checklist format will be provided in the forms so that the children who are being hard to repatriate or children who are not getting their entitled compensation or other monetary benefits can be identified.
    • List of Government implemented schemes will be provided, so that at the time of restoration the CWCs can link the child with the schemes to strengthen the family and ensure that child remains with his/her family.
About NCPCR:
    • NCPCR is a statutory body constituted under Section 3 of the Commission for Protection of Child Rights (CPCR) Act, 2005 to protect the child rights and other related matters in the country.
    • The Commission is mandated to monitor the proper and effective implementation of Juvenile Justice (Care and Protection of Children) Act, 2015 and its Rules; Protection of Children from Sexual Offences (POCSO) Act, 2012 and Right to Free and Compulsory Education (RTE) Act, 2009.

25th Bengaluru Tech Summit- 2022

⇒ The 25th edition of Bengaluru Tech Summit (BTS) was held from November 16-18, 2022 at Bengaluru Palace.

It was organized by the Department of Electronics, IT, Bt and S&T, Govt of Karnataka.

The Prime Minister, Shri Narendra Modi addressed the 25th edition of Bengaluru Tech summit via video message on 16 November 2022 in Bengaluru.

    • The Prime Minister called Bengaluru the home of technology and thought leadership, an inclusive and innovative city. For many years, Bengaluru has been number one in India’s Innovation Index.
Key Points:
    • The three-day annual tech exposition hosted by the Karnataka government, culminated on November 18 with a five-point declaration.
    • It envisages- establishing a start-up park near Kempegowda International Airport; setting up R&D labs in 50 select colleges in the State; opening science and technology research centres in universities; working towards achieving synergy between educational institutions and the IT-BT companies; and building better connect between the industry, academia and educational institutions.
    • Chief Minister of Karnataka Basavaraj Bommai, at the concluding session said, the summit received 4.52 lakh visitors in person and another 4.99 crore people virtually.
    • Also, ecosystem partners such as Google, Paytm, HDFC, RazorPay, Microsoft, The GAIN, Dayanand Sagar Entrepreneurship Research and Business incubation, AWS Activate, and StrongHer Ventures have signed MoUs with the State.
    • Three high-level ministerial delegations (from Australia, Finland, and UAE) attended the summit and held several rounds of talks with Ministers and State government officials.

Science-20 meetings of the G-20 Summit

⇒ Union Minister of State (I/C) Science & Technology; Minister of State (I/C) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh chaired a high-level review meeting for the preparations of Science-20 meetings of the G-20 Summit to be held in Delhi next year in November 2022.

Science-20 meetings of the G-20 Summit:

The Science-20 Summit meeting will be held in Coimbatore from 21st to 22nd July, 2023.

Theme:

The theme of the Science-20 Summit meeting will be “Disruptive Science for Innovative and Sustainable Growth”.

    • The Sub-themes (side event topics) are- Non-conventional energy for a greener future, Connecting Science to Society and Culture and Holistic Health: Cure and Prevention of Disease.
Chair by:

The S-20 Secretariat will be chaired by Dr Vijay P Bhatkar of Indian Institute of Science, Bengaluru. Prof Ajay K Sood and Prof Gautam Desiraju are also eminent members of the Secretariat.

» Dr Jitendra Singh said, DST will also take care of the Research Innovation Initiated Gathering (RIIG) on the subject of “Research and Innovation for Equitable Society”.
    • The Sub-theme/topics for RIIG gathering will be Materials for Sustainable Energy (CSIR), Scientific Challenges and Opportunities towards Achieving a Sustainable Blue Economy (MoES), Bio-resource/ Biodiversity and Bio-economy (DBT) and Eco-Innovations for Energy Transition (SERB).

World Children’s Day 2022

⇒ World Children’s Day is celebrated on 20 November each year to promote international togetherness, awareness among children worldwide, and improving children’s welfare.

Theme:

The United Nations theme for World Children’s Day 2022 was ‘Inclusion, for every child’.

Background:
    • World Children’s Day was first established in 1954 as Universal Children’s Day.
    • November 20th is an important date as it is the date in 1959 when the UN General Assembly adopted the Declaration of the Rights of the Child.
    • It is also the date in 1989 when the UN General Assembly adopted the Convention on the Rights of the Child.
    • Since 1990, World Children’s Day also marks the anniversary of the date that the UN General Assembly adopted both the Declaration and the Convention on children’s rights.
Children’s Day in India:

In India, Children’s Day is celebrated on November 14 to mark the birth anniversary of the first Prime Minister of India Pandit Jawaharlal Nehru.

Children’s Day in other countries:
    • Britain celebrates August 30 as Children’s Day, while in China, it is celebrated on June 1. In the United States of America, the first or second Sunday of June is chosen to celebrate the day.
    • Country-wise dates of celebration of Children’s Day, Japan- May 5, Australia- First Sunday of July, Mexico- April 30, South Sudan- December 23, Cuba- July 3.
