Policy on archiving, declassification and compilation/publication of war/operations histories by the Ministry of Defence

⇒Raksha Mantri, Shri Rajnath Singh has approved the policy on archiving, declassification and compilation/publication of war/operations histories by the Ministry of Defence.

Transfer of Records & Purpose:

» The policy envisages that each organisation under the Ministry of Defence will transfer the records, including war diaries, letters of proceedings & operational record books, etc, to the History Division of Ministry of Defence.

» The organisations under the Ministry of Defence such as Services, Integrated Defence Staff, Assam Rifles and Indian Coast Guard, will transfer the records, for proper upkeep, archival and writing the histories.

Responsibility & Tenure of declassification of records:

» The responsibility for declassification of records rests with the respective organisations as specified in the Public Record Act 1993 and Public Record Rules 1997.

» According to the policy, records should ordinarily be declassified in 25 years. Records older than 25 years should be appraised by archival experts and transferred to the National Archives of India once the war/operations histories have been compiled.

Committee which recommended War histories written with clear cut policy on declassification of war records:

» The requirement of having war histories written with clear cut policy on declassification of war records was recommended by Kargil Review Committee headed by K Subrahmanyam as well as N N Vohra Committee in order to analyse lessons learnt and prevent future mistakes.

Responsibility of compiling, seeking approval and publishing of war histories: 

» The History Division will be responsible for coordination with various departments while compiling, seeking approval and publishing of war/operations histories.

Compilation Committee:

» The policy mandates constitution of a committee headed by Joint Secretary, MoD and comprising of representatives of the Services, MEA, MHA and other organisations and prominent military historians (if required), for compilation of war/ operations histories.

The policy also set clear timelines with regard to compilation and publication of war/operations histories.

» The above-mentioned Committee should be formed within two years of completion of war/operations. Thereafter, collection of records and compilation should be completed in three years and disseminated to all concerned.

New and Innovative Accula SARS-CoV-2 Test for COVID detection:

⇒ Global medical device major Thermo Fisher Scientific has recently announced the introduction of the new and innovative Accula SARS-CoV-2 Test that carries out the reverse transcription polymerase chain reaction (RT-PCR) detection of COVID-19 virus in about 30 minutes.

The Accula SARS-CoV-2 Test has received emergency use authorization (EUA) from the United States Food and Drug Administration (FDA) for detection of SARS-CoV-2 in Clinical Laboratory Improvement Amendments (CLIA)-waived environments.

11th World Congress of DiabetesIndia – DiabetesIndia 2021

⇒ The 11th World Congress of DiabetesIndia – DiabetesIndia 2021 was organised from 11th to 13th June 2021 on a digital platform.

DiabetesIndia 2021 is a platform, where clinicians, diabetes care providers, researchers and industries convene with the aim to promote, support and enhance the development of treatments for diabetes.

Theme:

The theme for the 11th World Congress of DiabetesIndia 2021 was ‘Technology to Precision’.

Participants:

In the “Diabetes India” World Congress-2021, more than 60 International faculty, more than 200 National faculty and above 15000 participants attended from all over world.

Inauguration:

Union Minister Dr Jitendra Singh, who is also a former Professor of Diabetes and Medicine, delivered the inaugural address, as chief guest, at the “Diabetes India” World Congress-2021.

During the inaugural address, Union Minister & a renowned Diabetologist Dr Jitendra Singh called for Public Awareness Campaigns about the co-relation between Diabetes and COVID.

After Cabinet Reshuffle on July 7, Dr Jitendra Singh assumed charge of following Ministries- Minister of State (Independent Charge) of the Ministry of Science and Technology; Minister of State (Independent Charge) of the Ministry of Earth Sciences; Minister of State in the Prime Minister’s Office; Minister of State in the Ministry of Personnel, Public Grievances and Pensions; Minister of State in the Department of Atomic Energy; and Minister of State in the Department of Space

Bagri Foundation London Indian Film Festival 2021

⇒ Bagri Foundation London Indian Film Festival 2021 was held from 17 June to 4 July, 2021.

Supported by the British Film Institute (BFI) and funds from the National Lottery, the Bagri Foundation backed annual film festival was screened across London, Birmingham and Manchester until July 4.

⇒ 2021 RSL Lithuanian International badminton tournament was held from 10 to 13 June, 2021 in Kaunas, Lithuania.

Women’s Singles:

» India’s Malvika Bansod defeated Rachael Darragh of Ireland to clinch the women’s singles crown.

Men’s Singles:

» Alex Lanier of France won the Men’s singles.
