Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2024

⇒ Lok Sabha passed the Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2024 on 06 February 2024. The Rajya Sabha passed the bill on 9 February 2024.

    • The bill is to amend the Constitution (Jammu & Kashmir) Scheduled Tribes Order, 1989 with respect to the UT of J&K.

The Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2024 received the assent of the President of India on February 12, 2024. This Act may be called the Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Act, 2024.

Key Points:

» The Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2024 was passed by the Parliament, to include ‘Pahari Ethnic Group, Paddari Tribe, Koli and Gadda Brahmin’ communities in the list of STs of UT of Jammu and Kashmir.

    • The historic Bill aims at empowering (i) Pahari Ethnic Group (ii) Padari Tribes (iii) Koli and (iv) Gadda Brahmin by providing Scheduled Tribe status. This has been long pending demand of these communities.
    • The inclusion of these communities in the list of Scheduled Tribes in Jammu and Kashmir will have absolutely no impact on current level of reservations available to the existing Scheduled Tribe communities such as Gujjars and Bakarwals. They will continue to get reservation like before.
    • Reservation to the newly listed Scheduled Tribes will be provided in such a manner that it does not impact the communities which are already listed as Scheduled Tribes.
    • After the Bill is passed by the Parliament, the Government of Union Territory of Jammu and Kashmir will issue necessary notifications on reservation, which will ensure that the people included in the existing list of Scheduled Tribes continue to get the same level of reservation.

National Science Day 2024

⇒ The National Science Day (NSD) is celebrated every year on 28 February to commemorate the discovery of the ‘Raman Effect’.

    • The purpose of celebrating this day is to enhance scientific temper, popularisation of science and encouraging innovative activities by infusing scientific temperament in the masses and creating a positive scientific research culture.
Theme:

The theme of National Science Day 2024 was “Indigenous Technologies for Viksit Bharat”.

The NSD Theme for this year’s celebration reflects a strategic focus on promoting public appreciation for Science, Technology and Innovation and accomplishments of Indian scientists to address challenges through home-grown technologies for over-all well-being.

History:
    • Government of India designated 28 February as National Science Day (NSD) in 1986.
    • On this day Sir C.V. Raman announced the discovery of the ‘Raman Effect’ by Sir Chandrasekhara Venkata Raman in 1928, for which he was awarded the Nobel Prize in 1930.

» On this occasion, theme-based science communication activities were carried out all over the country.
