2-day Conclave of Universal Health Coverage (UHC)

⇒ Union Ministry of Health & Family Welfare organized a two days conclave commemorating the “Universal Health Coverage (UHC) Day 2022” on 10th and 11th December 2022 at Varanasi, Uttar Pradesh.

The Governor of Uttar Pradesh, Smt Anandiben Patel virtually inaugurated the two-day conclave of Universal Health Coverage (UHC) at Rudraksh Convention Centre, Varanasi on 10th December, in the presence of Union Minister of Health & Family Welfare Dr Mansukh Mandaviya.

    • The venue for this event was International Cooperation and Convention Centre Rudraksh Hall.
Participation:
    • The event was graced by Health Ministers from various States.
    • In addition, State Officials including ACS/Principal Secretary, Health, Mission Directors NHM, Director Health; 900 Community Health Officers/ In charge of Health & Wellness Centres and Medical Officers from 5 States Uttar Pradesh, Bihar, Madhya Pradesh, Jharkhand and Uttarakhand, national experts and Development and Implementing Partners supporting the rollout of AB-HWCs also participated in the conclave.
    • More than 1200 participants participated in the conference.
As part of the UHC conclave, there were three Ministerial sessions on:
    • Implementation of PM- Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) and 15th Financial Commission grants for Health
    • Disease Elimination – (TB, Kala Azar, Lymphatic Filariasis, Malaria, Leprosy and TB)
    • Implementation of Pradhan Mantri Jan Arogya Yojna (PMJAY) and distribution of PMJAY cards.
On day one of the conclave, states/UTs were awarded for best performances under the following categories:
    • Achievement of HWCs Operationalization against target
    • Tele consultation
    • ABHA ID Generation and seeding in various health portals
Uttar Pradesh Chief Minister, Shri Yogi Adityanath and Union Minister of Health & Family Welfare, Dr Mansukh Mandaviya addressed the closing ceremony of the Health Ministers’ Conclave, on 11 December.
    • Chief Minister of Uttar Pradesh and Union Health Minister felicitated Andhra Pradesh, Arunachal Pradesh, Chandigarh, Chhattisgarh, Dadra & Nagar Haveli & Daman & Diu, Goa, Gujarat, Jammu & Kashmir, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Odisha, Punjab, Sikkim and Telangana for achieving the operationalization of HWCs against target.
    • They also released the Operational Guidelines for Wellness activities at AB-HWCs, Operational Guidelines on National Tele Mental Health Programme (Tele-MANAS) and Training Module for CHOs on Management of Acute Simple Illness and launched the SASHAKT portal on the occasion.
The 1st Regional Community Health Officers (CHO) Conference for Northern India was held as a side event.
    • The participating States were Uttar Pradesh, Bihar, Jharkhand, Madhya Pradesh and Uttarakhand from where about 900 CHOs and MBBS Medical officers and AYUSH doctors (In charge of PHCs and AYUSH dispensaries) participated.
    • The best Primary Health Care Teams (CHO, ASHA & ANM) at the Health and Wellness Centres of these States also felicitated.
The four main themes of the regional CHO conference focused on the following areas:
    • Clinical & Public Health Functions – Roll out of expanded package of services, organizing wellness activities and annual health calendar days etc.
    • Managerial Functions – Leadership of HWC team, Management of HWC, Data driven planning & monitoring
    • Community Connect &AYUSH Integration- Working with Jan Arogya Samiti, Convergent actions with other departments, AYUSH services in HWC.
    • IT initiatives – Telemedicine through E-Sanjeevani and continuum of care, TeleManasABHA-ID

NMML has become a part of INFLIBNET Centre of UGC

⇒ In a major boost to its digital resources, the Nehru Memorial Museum and Library (NMML) has become a part of the INFLIBNET Centre of the University Grants Commission, in December 2022.

    • The N-LIST (National Library and Information Services Infrastructure for Scholarly Content) project of INFLIBNET provides access to more than 6000 e-journals and 2 lakh e-books to students, researchers and faculties through server(s) installed at the INFLIBNET Centre.
    • The library users can now access e-resources and download articles required by them directly from the publisher’s website at the INFLIBNET Centre of NMML.
About NMML:
    • The NMML maintains a library of international repute with more than 3 lakh books, almost 380 journals and rare papers.
    • With its vast collection of photographs, maps, stamps and E-resources in the form of microfilms, CD-ROMs, etc the library is an invaluable knowledge resource for research on modern and contemporary India.

Meeting of the consultative committee of Ministry of Civil Aviation

⇒ The meeting of the consultative committee of Ministry of Civil Aviation was held on 08 December 2022 under the chairmanship of the Union Civil Aviation Minister Shri Jyotiraditya M. Scindia.

Subject:

The subject of discussion was GAGAN (GPS Aided Geo Augmented Navigation) system which is a Space Based Augmentation System (SBAS), developed jointly by AAI and ISRO.

» The meeting was attended by Hon’ble MPs. Hon’ble MPs were informed in the meeting that GAGAN is a part of Global Navigation Satellite System (GNSS).
    • GNSS takes the input from the core GPS (Global Positioning System) constellation and augments navigation data through the GEO stationary satellites for providing better accuracy, integrity and continuity of service for its application in civil aviation.
    • National Civil Aviation Policy (NCAP-2016) prescribes that new aircraft being registered in India from 1st January 2019 will mandatorily have to be GAGAN enabled.

About GAGAN:

» GAGAN has benefits in aviation as well as in non-aviation fields.

» In the aviation sector, on the safety front, GAGAN is operational and offers two levels of service; RNP 0.1 (Required Navigation Performance 0.1) over Indian Flight Information region and APV I (Approach with Vertical Guidance, Level I) over major part of Indian landmass, to its aviation users.

    • GAGAN can support operations for all phases of flight including Oceanic, Approach, Terminal, Surface. GAGAN system provides lower operational minima on non-ILS runways and supports advanced procedures like curved approaches. GAGAN helps in designing more efficient routes which can result in fuel savings. It can help in operations in areas with absence of navigation infrastructure. GAGAN can work as backup to ILS approaches.

» In Non-Aviation, GAGAN helps in Disaster Management.

    • With the use of GAGAN message service (GMS), early Warning messages can be broadcast on the occurrence of natural disasters, calamities, dangers for the safety of life within GAGAN coverage area for Search and Rescue Messages, Relief and mitigation related messages, Meteorological information and other uses. GAGAN can enhance safety, mobility, regulation and enable payment applications.
    • In the road sector, it can offer Smart mobility for lane guidance, better traffic management, speed control and traffic violation, Real time tracking of public transportation assets. With the use of GAGAN, initiation of alarm and barrier closure can be automated, monitoring of train movements and automated train stopping can be achieved to reduce the risk of accidents.
    • GAGAN can improve Navigation and Positioning in the Indian Subcontinent and Inland waterways by tracking proximity of ships, enabling safe docking of ships at ports, enhancing coastal security and tracking of ships.

International Universal Health Coverage Day 2022

⇒ International Universal Health Coverage Day is observed every year on 12 December.

Universal Health Coverage Day is the annual rallying point for advocates to raise their voices and share the stories of the millions of people still waiting for health, call on leaders to make smarter investments in health and remind the world about the imperative of UHC.

Theme:

The theme of the International Universal Health Coverage Day (UHC) Day 2022 was “Build the World We Want: A Healthy Future for All”.

    • Highlighting the importance of health coverage in building a healthy future for all, UHC strives to ensure that all people have access to quality health services without suffering financial hardship when paying for these services.
    • In light of its significance, UHC also features as a key priority in G20 India Health track and comprises as a key target for the United Nations Sustainable Development Goals (SDGs) of 2030.
Aim:
    • International Universal Health Coverage Day aims to raise awareness of the need for strong and resilient health systems and universal health coverage with multi-stakeholder partners.
    • Universal Health Coverage aims that “all people have access to needed promotive, preventive, curative and rehabilitative health services, of sufficient quality to be effective, while also ensuring that people do not suffer financial hardship when paying for these services”.
History:
    • On 12 December 2012, the United Nations General Assembly endorsed a resolution urging countries to accelerate progress toward universal health coverage (UHC) – the idea that everyone, everywhere should have access to quality, affordable health care.
    • On 12 December 2017, the United Nations proclaimed 12 December as International Universal Health Coverage Day (UHC Day) by resolution 72/138.
