Annual Report of CPGRAMS for the year 2022

⇒ Union Minister of State (I/C) Science & Technology; Minister of State (I/C) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has released the Annual Report of CPGRAMS for the year 2022.

    • Centralised Public Grievance Redress and Monitoring System (CPGRAMS) is an online platform available to the citizens 24×7 to lodge their grievances to the public authorities on any subject related to service delivery.
    • It is a single portal connected to all the Ministries/Departments of Government of India and States.
The key highlights of the report are:
    • In 2022, 18,19,104 grievances were received by all Ministries and Departments of which 15,68,097 PG cases have been redressed. Of these 11,29,642 cases were disposed by the Central Ministries and 4,38,455 cases were disposed by the States and UTs.
    • The average disposal time of Central Ministries and Departments has improved from 32 days in 2021 to 27 days in 2022. 1,71,509 appeals were received of which over 80% were disposed. Over 57,000 grievances have received the rating of Excellent and Very Good from citizens in the feedback conducted by the BSNL call centre for the period July – November 2022.

» A 10-step CPGRAMS reforms process was adopted for improving quality of disposal and reducing the time lines.

The 10-step reforms include:

    1. Universalization of CPGRAMS 7.0 – Auto-routing of grievances to the last mile
    2. Technological Enhancements – Automatic flagging of urgent grievances leveraging AI/ML
    3. Language Translation – CPGRAMS Portal in 22 scheduled languages along with English
    4. Grievance Redressal Index – Ranking of Ministries / Departments on their Performance
    5. Feedback Call Centre – 50-seater call centre to collect feedback directly from every citizen whose grievance is redressed
    6. One Nation One Portal – Integration of State Portal and other GoI portals with CPGRAMS
    7. Inclusivity and Outreach – Empowering the remotest citizen to file grievances through CSC’s
    8. Training and Capacity Building – Conducted by ISTM and State ATIs under SEVOTTAM scheme for enabling effective grievance resolution
    9. Monitoring Process – Monthly reports for both the Central Ministries/Departments and States/UTs
    10. Data Strategy Unit – Established at DARPG for insightful data analytics
Other Points:
    • In 2022, Ministries/ Departments have disposed 1.14 lac PG cases in August, 1.17 lac PG cases in September, 1.19 lac PG cases in October and 1.08 lac PG cases in November.
    • This is the first time since inception of CPGRAMS that PG case redressal has crossed 1 lac cases/ month.
    • The disposal in State PG cases on CPGRAMS portal has crossed 50,000 cases/ month since September 2022.
    • The total pendency in the Central Ministries is down to an all-time low of 0.72 lac cases and in States to 1.75 lac cases.
    • The Parliamentary Standing Committee of Ministry of Personnel, PG and Pensions in its 121st Report submitted to Parliament in December 2022, has appreciated the 10-step reform measures the Department has taken to bring accountability in disposal of public grievances, appeal facility, mandatory action taken report, feedback call centre.

⇒ The Digital India Awards 2022 was announced on 19th December 2022. This is the seventh edition of the Digital India Awards (DIA).

    • The aim of the DIA 2022 was to inspire and motivate not only government entities but also start-ups in fulfilling the Digital India vision.

» The Smart Cities Mission, Ministry of Housing & Urban Affairs won the Platinum Icon in the Digital India Awards 2022 for their initiative “DataSmart Cities: Empowering Cities through Data” under the ‘Data Sharing and Use for Socio Economic Development’ category.

    • The category ‘Data Sharing and Use for Socio Economic Development’ emphasizes on sharing of Government Data by Ministries/Departments/Organizations, States, Cities and ULBs to create a vibrant data ecosystem in the country for analysis, decision-making, innovation, services, economic development and public good.
About DataSmart Cities Initiative – Smart Cities Mission
    • The DataSmart Cities Initiative is a key step in creating a robust data ecosystem that enables evidence-based decision-making in cities.
    • DataSmart Cities initiative aims to harnesses the power of data for better governance in India’s 100 Smart Cities. Based on a ‘People, Platform, Process’ strategy, this initiative is leading to convergence of Ministry’s efforts for performance management, empowerment of communities, and research, co-creation & open innovation.
    • To leverage and utilize valuable data being generated in cities via network of intelligent devices and systems, the Smart Cities Mission, MoHUA launched the DataSmart Cities (DSC) Initiative across 100 Smart Cities. The DSC uses a three-pronged approach – People, Process, Platforms – to imbibe a culture of data awareness and data usage in city functioning.

ESG Impact Leader Programme

⇒ Indian Institute of Corporate Affairs, an autonomous institution under the aegis of the Ministry of Corporate Affairs, Government of India has launched a programme to create Impact Leaders in the areas of Environmental-Social-Governance (ESG) on 20 December 2022.

Addressing the gathering, Ms Nandan, emphasised the need for creating a cadre of ESG Professionals in India. She said that trained manpower is need of the hour and IICA under the Ministry of Corporate Affairs has taken timely initiatives to cater the needs of transformation in industries through building capacities of the corporate functionaries.

Key Points:
    • Impact Leader programme is designed as a comprehensive course on ESG giving a holistic understanding of the philosophy of ESG, its principles, its relevance and its implication in the current scenario.
    • The Six-Month course comprising of 8 Self-paced learning modules, which are being delivered online.

Renowned Gamaka exponent and Padma Shri awardee, H R Keshava Murthy

⇒ Renowned Gamaka exponent and Padma Shri awardee, H R Keshava Murthy passed away on 21 December 2022 in Shivamogga district of Karnataka. He was 89-year-old.

About:
    • Keshavamurthy was born in Hosahalli on February 16, 1934. From the age of 16, he is been singing Gamak and mastering it. He has been given the title “Shataragi” for composing 100 different ragas.
    • Murthy was honoured with Shantala Natya Sri Award by the Government of Karnataka in 1998. In 2022, the Government of India conferred him with the Padma Shri award in the field of arts.
    • He was awarded the Rajyotsava Prashasti and the Karnataka Ratna award by the Government of Karnataka in 2002.
